Advocating for English Learners with IEPs

English Language Learners are significantly over represented in special education. Some ELL students are misidentified as having a disability by virtue of not yet having mastered English. At the same time, other English Language Learners stay too long in English Language Learner programs because they may have an unidentified disability that is delaying their mastery of English. The workshop helps parents understand:

•how students are identified as English Language Learners and what their rights are within that program and/or designation

•how English Language Learner’s legal rights intersect with their special education rights

•how to create a successful IEP taking into account the student’s status as an English Language Learner
